It probably wouldn't to begin with due to power restrictions, but- the only thing there that will stop them is crucify, I think.

Not sure what skill and % but its the second skill in Tracking so I'm guessing 50% master, about?

It looks like you get there from somewhere underneath the Sea of Despair to the Taerin Passages, enter one of the Pillars, mill around on either the Glacier Sea or Shattered earth and then look around till you can get there.
