If I recall from the post when it was introduced, it is only available after the introduction. The idea was that the names it produces are to be used to help the new player come up with something original and in-theme, not to simply copy a name from namegen verbatum. I think it exists for fallback when a guide asks you to change your name, and saves them having to go through the creative process with you.

Put simply, "Zerg" comes from the Blizzard game, Starcraft, in which the zerg are a playable, alien (insectoid?) race. Zerg players could quickly create massive numbers of weak/disposable units to throw at opposing players, spawning the term "zerg rush".
