I believe it was, until recently, bugged so that you could not progress beyond the stage you needed the basement for. As such, the quest was never finished and the basement never closed up again.

No, they hold 40 charges and you can wear as many as you wish.
They just can't be repaired by jewelers, IIRC.

Think you attach a pipe rune to any pipe now and they become arti pipes. You can have arti simple oak pipes!

I think it's so you can have arti'd unique pipes (through sorcelglass) without needing to pay the extra 50cr for customization.

Through artisans, not through sorcelglass. You can have unique artifact vials without customization through sorcelglass.
