Government Style is definitely one factor, since it's in the HELP files, but I'm guessing how much the commodity quests are done as well as the disposition of the village towards its current suzerain also matters.

No. When Celest had nine villages, the title was still King/Queen as far as I can recall.

I think the last time was back when Forren was leader. I remember him being "King Forren" for a while.

Celest and Serenwilde can't get all villages. Glomdoring and Magnagora can theoretically get all, but it'll be hard to get Angkrag and then get Southgard and Rockholm.

You have to do it the other way around; get the two dwarf villages then get Angkrag.

then I'm guessing that you can't empty something that doesn't have stuff in it, so it went down your vial list. and did the first that had something in it.
