Yes. Guild leaders are technically leaders of all guild projects, and the GM/CL is a leader of the Commune projects.
Not sure about Order ones, but I can change the leader of any Ebonguard project.

I have a baby axelord and a question about maneuvers
so lets say i set up a maneuver called 1 with hack and sliceforehead - then i perform maneuver 1 down target
Assuming i hit the target, i'll either hit their head and give slicedforehead or just cut them on their chest. Is that right?

Not quite.
After determining that the target can be attacked (not shielded, doesn't have reflection, or other skills that block an attack completely), it:
1) Rolls to determine which body part it will aim for.
2) Checks for hit / miss (parry / stance / etc.)
3) It puts wounding on the body part.
4) It rolls from 0-wound# on the hit body part.
5) It picks the highest affliction it can give based on the result of that roll from the list of afflictions you have available (all that you have learned if you are doing normal hack downs, or just the list of afflictions on the maneuver being used if you go with that instead).
That is, let's say that a light wound is 100 wounds, and your hack down does 150 wounds. Your swing will roll a 'random' number from 0-150, and you will only do this light affliction if you roll 100 or higher.
Dexterity affects this roll. Putting the afflictions in a maneuver does not affect this roll (this comment is to Llandros). All it does is make it so you won't roll afflictions that you do not want. This is best for the easier-to-attain wound afflictions (ie, knockdown), as you can be pretty much assured of getting them using maneuvers, as it will never roll any of the higher afflictions once you've cut them out from the potential affliction list.

I read it slightly differently. The "assuming I hit" appears to work for either head or chest, and it's phrased in such a way that he is saying "I will get an affliction on head or nothing on chest." (Well, not just phrased that way, it's what is actually said! Heh.)

I realise this is a bit of a necro, and I haven't read the whole thread, so I don't know if anyone has commented on this already but... the French is really bad. "N'est-ce pas?" doesn't mean "understand?", it turns the sentence into a negatively posed question; in the sentence above, it means "May you not?" "Cherie" should be "cheri" for a nephew, although since English has stolen this word that one can perhaps be allowed to slide. "Se magnifique" should definitely be "C'est magnifique".

For clarification's sake, though, the "n'est pas?" at the end there isn't meant to be "understand?" So much as "Is it not?" or "right?" Which, once the extraneous "-ce"is lopped off of it, is more or less correct. Or as correct as one can manage mixing English and French.
