They spawn a number equal to the level being claimed (or absolved), i.e. 1 per tick to claim sceptre, 2 for orb and 3 for crown.

How does focus mind work? Does it automatically cure a mental aff when you use it or do you have to wait a certain amount of time? If so, how does deadening affect that time?

Focus mind cures one mental affliction instantly on a two-second balance. Impatience is always cured first. Deadening increases the balance time by 50% to three seconds.

Cures mental afflict instantly, about a 2 second balance. And not sure about deadening off hand.

Time between tics is random, though. Iasmos might have been thinking of this, and it's not really affected by anything players can control.

It's rare, but getting four tics in 23 seconds can lead to quite a bit of hilarity for a small domoth group.

This may have been answered elsewhere, but is there a simple way, ie. for a gunner, to see which targets exist while aetherbashing other than entrance/attack announcements? (Something to the equivalent of "info here"?)

You could turn SHIP LOOK and you could see the '!' out there. But there's no real way for a turreter to tell what's nearby the ship with trying targets or seeing attack or something.

The non-simple way is to try to target each of the possible critters in turn. This can be done very quickly, but uses up a boatload of aetherwill.

SHIP LOOK does tell you about any critters in the same location with you.

I don't think I have done that one, but for some quests you don't need to answer the question. You just need to do what was asked.
