Why is it that when applying mending when there's nothing to cure no salve balance is used up, but when using regeneration or liniment when there's nothing to cure, salve balance is used up? Is that a bug? Should mending still use up salve balance even if there's nothing to cure?

For someone with Beastmastery only up to Flying, who bashes and influences more than fights, is it worth training a beast in any out of Armour, Jumping, health regeneration, or Battle/Aggressive? Or would I be better off leaving the trains to someday train in other things, like Healing and Bodyguard?
