If you get off of Astral or Muud or whatever the VERY moment you hit "highly neurotic", then it takes something like 1 hour and 10 minutes for it to totally wear off. Keep in mind this is up to that exact point, and that neurosis levels are only vague indicators. If you are just a little bit past "a little neurotic" into "neurotic", it will wear off much faster and be far less of a nuisance than if you are "neurotic" and almost at "highly neurotic".

A good rule of thumb is: never stay on astral for longer than you would want to be stuck with neurosis afterward.

I find the best way to maximize benefit from the Astral plane if you lack a Circlet and are alone is to hunt in small bursts - go up, start killing as fast as possible, leave as soon as you move from a little neurotic to neurotic, hunt Prime and UV in the meantime since neurosis is still only minor at that point and shouldn't detract from your ability to bash much at all, return when neurosis is gone, etc.

It also helps if you learn when astral spheres connect and disconnect, since they will ALWAYS occur at the same times of the Lusterian day. For instance, Scorpio will always connect to Cancer during the mid-morning and always disconnect during the late afternoon. Once you figure a few things out it is very easy to schedule when you can and cannot reach your favorite sphere and save yourself extra trips (or if you want to take out all the fun, you can just get someone with a cubix to take you there).

That was nerfed a long time ago. Now they have to find their valuables other ways. Mostly by grinding collection quests.

Why can't NPC's do their own quests? They have the damn hay to give to the cows and there are chickens running around their stupid villages.
