Speaking of quickies, Avenger waggles his finger at you for declaring and attacking, right? or do you have to make a kill for someone to show up on PK STATUS?

You declare and kill, they go on your victims list. You have to kill (or be involved in killing) to get them on there.
Once they're on, if you declare and hit again, they get vengeance. If you kill them, they get another vengeance (so they have two).

New hypothetical seconds question: Player A owns two characters, Alf and Bob. Alf is a bookbinder who places ads on the market, Bob a tailor who runs a shop.
Is it considered seconds abuse if Alf, finding himself in need of a new pair of socks, purchases socks Bob made and placed in his shop at a fair market price, bearing in mind that Bob's socks are cheapest, and are just the right shade of teal for Alf, and this is entirely within Bob's personality and habits?
Second, is it a seconds abuse if Bob, finding himself in need of a scroll on which to scribe his epic poem to weevil-slayers, is referred to Alf's ad by a third character who knows Alf but not Bob or the fact that the two characters are both Player A, and discovers that Alf sells blank scrolls for a set price just over the com costs, which he has for a while, and decides to purchase said scroll from Alf, even going so far as to send Alf a letter with the request and the fees?

It's best not to tempt fate, especially as Admin who are looking for seconds abuse most likely will not know these circumstances exist.

I agree. In the past I've payed 10-15 gold extra for health refills on alts rather then buy from Acrune's store (back when he had one) because its just not worth risking shrubbing for the tiny amount of gold saved.

If there are items that are fairly priced that are there anyways, I would actually assume that the admin would be ok with it. They might be less ok if there's only one pair of teal socks and it's for sale for comm prices.
An actual example: my Ebonguard alt supplied slings to the Blacktalon guild store for a long time. The Blacktalon supplied comms, and it's pretty common for low-level items to be donated even without comms, so that's not unusual. Most of that time, Xavius was champion and didn't need to buy slings, but I have bought those slings before. If anything, it would be strange if Xavius didn't buy those slings--not only are they a guild fundraiser, but not buying those slings would usually mean a trip to Celest, because the Ebonguard hate stocking slings. The only difference I can see between Alf and Bob and the slings used by Xavius is that I never priced those slings.

No. And you can't gift artifacts that are admin gifts.
EDIT: But you can gift auction arties.

If an artisan uses the Prized ability, does it restore the furniture AND make it non decay?
For instance, can I use it on my bed to restore it, then use it on a dresser, perhaps?
