Viscanti are allowed to be Celestians, just aren't treated that well, IE dross only, can't advance past a certain rank. I believe the Paladins even have a scroll about it.

But if you reincarnate into a viscanti WHILE a Celestian, you'll get kicked out and enemied.

The "does not apply to novices statement" makes less sense for the rest of it; logically, why would novices be allowed to wander Celest unescorted or reincarnate into Viscanti while citizens without consequence? I don't find the wording unclear, though I suppose the shortcut of using "This" instead of reiterating "The enemy status rule does not apply to novices" might allow someone to argue that the last sentence applies to the entire law. That said, I believe that grammatically, "This" only applies to the statement directly before it.

Viscanti are allowed to be Celestians, yes; apparently the idea (as it was explained to Aoife anyway, some time ago) was that they could be "rehabilitated" and encouraged to reincarnate. They'd taint the pool if they were able to draw more than dross power, etc. Starting as a Viscanti is another matter entirely, of course. Occasionally I wish that novices, or perhaps just novices still in the collegium, could reincarnate once without using up their free reincarnation. This is probably not a serious enough problem to necessitate a coding change; I suppose I'm just hand-wringing over the "true newbies" who might blithely select Illithoid and then join Celest, or Merian as a Magnagoran citizen.

Might be nice if a small note was added to the racial helpfiles that experience discrimination, but it doesn't really come up that often that I've seen, beyond like a million "repentant illithoid" clones all at once after the undervault came out.

Like I said, I'm mostly hand-wringing. Oh the poor repentant illithoids!

The intent of the law is thus, I do believe:

Things which are Tainted (Glomdoring, when Serenwilde is happy with us) or allied with the Taint (Serenwilde, when Glomdoring is supplying us with potions) are not allowed in the city limits.
If they are escorted by a trusted member of the city to keep an eye on them, they may enter.
Intentionally allowing the Taint to suffuse your form, or giving your soul to Illith shows dedication to all that Celest stands against, please die. You will be enemied and exiled for such crimes.
If Tainted, Undead, or Allied with either Taint or Undead are found within the city, they are to be told to leave. They get one minute. Then they are enemied.
Novices are exempt in general from this because they do not know what's going on. If they are told to leave, do not enemy them. If they reincarnate but don't know why that's wrong, make every attempt to help them get a Dagger.
Novices are not to be enemied or harmed, or exiled without good reason.

The whole point of that sentance is to give leniency to novices for not knowing what's good or bad. Celest could have worded it much, much better. Then again, they could also change that whole "In the city? Enemy after one minute, no exceptions, save for novices."
