3.) Well, there's only ever 5 skins per spawn rate, and since they aren't metal comms, you'll need to get more every time you smelt down and reforge. So unless it is strictly for ceremonial purposes, I think you'll find most warriors and any forger with even an iota of sanity will give that question a great, hearty LOL NO.

Well, parley is instant, so if it works at all, the denizens won't attack. For amnesty, the moment you begin to influence, the enemy mobs will stop attacking (eg the honour guards in Faethorn stop attacking once you influence Maeve with amnesty). Obviously, this doesn't work if the mobs attacking you aren't actually loyal and are just aggro (like gardead when influencing Korath).
