Can someone who is capable of setting one up do so for another person and leave it sitting in that room until it decays?

I think the plan is to eventually have all the old mounts as beasts. I'm assuming it takes a while since they have to write up descriptions for all the different stages and possible ways one beast can turn out.
So.. what does this mean?

Doesn't actually require mutual, I think. Just requires that he (the target) ally you (the creator). If you had him allied, it would've been fine the previous time in that case.

I think there is something else too, because I had this kid allied and it didn't work. I think Kurama said something about them not following you at the time. I haven't made squads enough to confirm this.
