If every org has 2 or 3 people in -elected- positions, which are very inactive, then there is a problem. It means that not only is the org apathetic about the need of that position existing, but it also means that the org is lacking the required number or people to contest for that position.
To fix such an issue, I think it would make sense to remove a few positions that are often filled by inactive people. Why have the position there being seen as needed, if its often filled by people who don't play anymore?
If it is the case, that there is no such position that is commonly filled by inactive people, then there is no need to change anything. but the orignal post implied that such inactive positions do exist.

Oh, I'd also just like to point out, that the problem with the number of people available to play muds is not just related to high priced graphic cards. Its also a demographic issue. Muds require too much free time to play, and many gamers (as we get older on average) have less time to play games that require so much time on a daily basis. (hence the rise of the casual game market)

I always thought that the monk guilds should have been apart of the warrior ones. It could be made so master armour only works for those with athletics. Give the glomdoring ones stealth and the celenwilders harmony and make acrobatics a choice over athletics.

While this system does seem like it takes more people, and it does, I think it makes things work better for those not behind the scenes.

Just to add in my two cents, during my time as GM (Queen IC) in the Shadowdancers, I really focused on several things that I thought were paramount to our survival as a guild.
1. Guild member retention
2. Novice Retention
3. Novice intake
4. Guild member intake
I even went into the other IRE games and talked to a few people I knew in there, including Achy, Impy, and Aety. I logged in, discussed with them the problems I saw and were left with after the old GM retired, and what my ideas were. I pulled in a few people from the other games as well, though, unfortunately, only two or three have stayed.
I even started management tasks that enforced weekly check-ins of all the seats, novice aides, et cetera to send a letter of everything they had accomplished within the week and everything they were currently working on, which included:
1. All known projects
2. Where they were within the project
3. How close it was to being finished
4. Any future projects that were waiting to be dealt with
5. Any information they felt would benefit the report
I thought this would increase inter-guild communication and create a sense of unity within the official seats, as well as give the external appearance of a well-oiled organization.
Unfortunately, the weekly report was quickly seen as a chore rather than keeping the High Coven up to date, so I scrapped it. However, during my time as GM, I saw a huge influx of member retention and novice retention, as well as a rise in novice intake. I contributed this to the popularity of the Shadowdancers, as well as to the marketing I had a few other people doing for me in their own organizations. The actual numbers were:
Prior to GM: 16% to 7% during the last GM. The decline was near mid to end of rule. The highest I saw the intake rise to was about 16.7% and the lowest was about 7.9%.
During GM: 7% to 21% rise. It stayed a steady 18% to 20%, with the highest being 21% during mid-rule.
I've been keeping an eye on member retention within Glomdoring as well. According to my numbers and research, I've found that it fluctuates between 6% intake with a 2% loss. This would equal, somewhat, to be a 4% intake every month. True, it isn't really a large amount of growth, but Rome wasn't built in a day.
I'd suggest that the Admins do research and a few studies on player intake vs. player loss, as well as player retention and player satisfaction. It would seem logical to approach this problem with a few facts as weapons.
Just my two cents.
