The problem with that is, the cities made the treaty and not Lord Fain. He doesn't care what Celest and Mag do so long as He wins, but merians are still His enemies. His order was told explicitly "merians and elfen aren't to be unenemied to Me, no matter what the city thinks should happen"
Honestly, I would think less of Fain if he hadn't done that.
