Only if you take it literally. "At home" is meant to imply a degree of comfort and familiarity. If you've ever seen someone try to cook in a kitchen in someone else's home which they've never cooked in before, and don't know where anything is located or kept, you can see where this comes from. They don't look very "at home" at all. Somewhat like what people mean when they say "Make yourself at home". They don't actually mean you can move in and take up residence, at least not any of the times I've heard it!
This is probably a more American (midwest, even) colloquial, since I'm not sure if I've ever heard it used quite so often outside the country. So maybe that's why it looks strange to you?

Yeah, definitely seems more in common with the North American ways. We probably all stole it from the UK.
(And I -totally- go into peoples kitchens when I'm helping to cook and just look for whatever where ever. Or maybe they just keep everything really easy to find. )
