Most cartels are aching for design submissions, though bear in mind there's a (small) gold cost involved in submitting a design. Design one up and talk to a forging cartel about making it a reality.

Or spend a bunch of credits on customizing your tahto. Though if you spend the 50cr to customize it, you'll want to put a rune on it so that it's permanent and resetting as well, making this an expensive way to put together a lightstaff.

On the other hand, you can get away with a lot more in artifact customization than you can with a cartel design.

Can't customize weapons, I'm pretty sure.
