I've never actually gotten this. A place of Law should have effective, streamlined laws. Suffocating in paperwork means backlogs, which means ineffectiveness and inefficiency, and that just doesn't make -sense-.

They changed both the hai'Gloh Zemordia and the Xion Initiative after the events. I don't remember the exact changes, but I think they also changed the Xion quest and the Faethorn quests.
