I think something we need to take away from this is that because of how they work ascendants are chosen primarily based on how well they can fight. It's a promotion to demigod with a couple extra perks. If this is what the admin wanted, then they succeeded, but if it isn't and something more RP-focused was being tried for, it failed.

Back to the thing about not being able to cult people not in your order: how about having a massively increased essence cost (both for powers and for maintenance) for members of your Cult not in your Order?
