I agree with the point Narsrim is making, changing it to exclude everyone but those physically in the Order is not going to offer any improvement. It just shifts the advantage to other Orders, but leaves the stalemate unresolved.
Maybe the simple compromise is to discourage (but not prevent) non-Order members from getting involved. Something like conglutination not working except for defending/attacking Orders would be pretty nasty, but maybe something similar?
Personally, and predictably, I would suggest NOT having individual pk be the only mechanism of conflict. Aetherspace is this great unused equalizing system that simplifies team combat into a structured competition that doesn't play to the same zerg rules and requires much more coordination and strategy. Influence is a non-threatening way for lower-level players to feel like they're having an effect and could be used much more in an Order war (especially if it doesn't require entering and hence fighting in a pk area to be useful). That way, even if an order is low on high-level supercombatants, they might have the numbers or inclination to make up for their pk losses in another dimension.

Hmm. This system was placed to encourage Order versus Order conflict, correct? Order (singular) versus Order (singular). Please, don't turn this into another Celenwilde vs Magnagora/Glomdoring thing. We already have too many things polarizing the game; don't lump another.
Also, just a note: if Fain orderwars against (for example) Eventru, Glomdoring will not help Fain. So it'll be entirely Celenwilde vs. Fain if restrictions are not put in.

See, there's the problem with this system. If the wars are not restricted, it will just become another Domoth-type thing. If they are restricted, they will never happen.

Yeah, but I have about 10% faith in Krellan/Shikha/Malarious/rest of Magnadoring team not raiding other divine realm bubbles, and maybe 30% in them not defending Fain's realm bubble. Also about 0% in them not doing something annoying to distract Celest while the aforementioned raiding is going on even if they don't go.

Aren't we supposed to raid other divine realm bubbles? Isn't that the purpose of the mobs? They can be slain, with or without an orderwar. Also, they'll get a lot of crap if they defend Fain. Certain Gloms (ie the zerg that trialed Somaria) despise Fain. Finally, at lease they won't be helping/fighting in the war directly, unlike the certainty of Celenwilde.

Yes, in exchange for it not getting used for a different reason, also that the same reason could be replicated by the gods agreeing on it and telling their order members not to let people from outside of the orders joining

Anyway, we seem to be going in circles, everyone knows it'll be Celenwilde vs. Magnadoring if it's left as is (and will get no use barring the gods agreeing to war), and everyone knows if it becomes order vs. order, the 'strongest' order will be dominating (and the system will get no use once again, barring the gods, blah blah), it's a tough balance to strike.

Uh isn't the point of a war for the strongest entity to emergy victorious??
If not you people have such a skewed perception of things.
If anything the order vs order concept could be fun. If someone is feeling ballsy they could challenge another order to war, if the other side is feeling for some fun they could accept. If not, they decline. No time wasted, no loss to either side.

It's order wars, of course the 'strongest' order will be dominating. It's the same as the org with the most influencers dominate in villages (usually), and the org with the best combatants/organization dominate in Domoths or Wildnodes.
