With bardicpresence, netzach, a throne, and vileblood my irontongue viscanti has 17 cha. Keeping vileblood up can be annoying but anything i'm doing that would need the boost in cha would be helped by our buff songs anyway.
Necroscream has the best buffs and good group support but does lack in offense and has virtually no synergy with tertiary skills and auric affliction/damage in music (which hurts since that's the main way we kill). Plague afflictions are easily cured and anyone prepared can easily shrug off our hunger attrition. If you check the envoy reports the cacophony has only ever submitted two, one just last month. Now that we have an envoy I think some of this stuff can be addresses but tie-ins with music and glamours/tarot are still pretty important.
Things like more ways to keep people from leaving, forcing us to leave, and hindering herb consumption/curing auric afflictions would greatly help. Maybe a glamour to make someone think they are trapped in an invisible box (weave mime box), an illusion to make people think they are deaf and blind when they aren't or some kind of horehound allergy. Something to tie the skills togethher instead of a barrage of random afflictions and annoyances.

I'm new to Caco so I can judge that Necroscream sucks compared to WIldarrane and Shadowbeat, but how to rewrite it so it synergizes well will be difficult. Necroscream also had a special report if I remember correctly, and it resulted in a whole lot of nothing, while Wildarrane's special report resulted in...ugh. Just ugh.

Here's some ideas:
Illusorywall change: Give it a carcer effect on top of the masked exits. Maybe a small, 1 power(?) cost to cast on all the room's exits at once.
Something like "You halt in front of the wall, confidence thwarted by the quality of it's artifice."
Doesn't affect the blind.
New skill: ChromaticArmor. Gives 10 dmp to psychic. Has a chance to throw a colourburst affliction onto a non-blind attacker.
New skill: Synaesthesia. Power defense that allows you to cast Glamours effects on the blind if they're not deaf, and play Music effects to the deaf if they're not blind. Some things aren't affected, such as perfectfifth and the instakill song, which will still require deafness.
New skill: Chromaticbomb. 4-5 power attack that removes blindness and deafness, and gives earache and afterimage.
New skill: Gesamtkunstwerk.
Can PLAY GESAMTKUNTSTWERK on someone to combine colourburst and minorsecond as one attack (blindness protects against colourburst component, deafness protects against minorsecond component).

They shouldn't recieve buffs. You've managed to kill Shikha with little to no skill involved. While you have uber skills like Trueheal and Inquisition, you just have to deal with the fact that you are limited. It's supposed to be that way. (Only you aren't really that limited lolol. Celestine is easily one of the strongest pk guilds out there). You aren't getting buffs because you don't need them, not because people have blinders on.

Shikha isn't a great fighter to start with, so comparing a duel between her and me isn't a very good comparison at all. Secondly, most classes can kill with little to no skill involved (see: monks). Albeit, Celestine fighting is a little more black and white, you still have to have some knowledge of what you're doing to pull of a kill 1v1 . Inquisitioning someone and flinging a soulless doesn't always work.
I know you think trueheal is super OP, but there is also Divinefire. If you say TH is OP but DivineFire is not, you're sorely mistaken and need to look at the facts. Anyone can get TH, just be Demi or become an Ascendant. Not only do you get TH, but you get a better version of it.
I just can't wholly agree with you. I'm not saying, 'Make sacraments better than everything else!' because, obviously, that would cause imbalances. I would like it if Sacraments was good for both Paladins and Celestines (especially in the case of Celestine healers and astrologers, since it's mostly suited for tarot users), which would require a lot of changes. But, these changes will never come because, people like you (no offense), would not consider the points we would try to make and shoot it down every time just because we have TH and Inqui. Hence why I say, we'd have to completely remove inqui and TH in order to make Sacraments good for everyone, not just a few.
As far as spec races goes, Viscanti is pretty hot. Maybe not the best Caco or Ninjakari spec race, but certainly viable for the other guilds. I'm not really sure why Merian race got the shaft. You have to either choose between RP and fighting, and even then, merian's bashing is sorely crippling. So it really is, you choose merian because you just want to RP or you choose a better race so you can fight. Sacrificing some of that CHA for some buffs and con wouldn't be out of the question - I would love to be able to play a Merian, but I can't.

Glamours was seen as an "overpowered" skillset less than a year ago, and it hasn't received major nerfs as far as I recall in a long time. I'm not sure what has changed other than upgrades to Ecology. If Ecology is too good, or a particular Music specialization too good, perhaps the focus should be on those rather than upgrading Glamours, which seems to be viewed as underpowered following time rather than changes. I'd recommend speaking to your envoys and having them submit changes if you're interested in doing so.
