A very simple idea since the opening of Order wars, thought maybe we could add something to the city wars.
Just basically when a city declares war on another and vice versa, there is a sort-of enemy status of members of those orgs. So even if you're not an enemy to the org, if you walk onto their territories, the guards will still treat you as one. Of course, once war ends, you may walk freely again.

But basically wouldn't that be a constant state of War with Celest v. Mag (at least. Glom v. Seren goes on and off)? So basically what we have, but everyone would be enemied...

If only Order Wars worked, then you might have a point. As bad as those work, wars between cities would be even worse.
I'm of the opinion that war is much better as an RP element than as a mechanical element. Especially considering that war will basically come down, mechanically, to who has the most Demis/Ascendants, causing more to be raised, until those of us who are not will not be able to fight at all.

Generally, all war systems in IRE games have failed in at least one way. Let's not bring the failure to Lusternia.

I liked how Aetolia did it, a long time ago. Most of the world was conquerable, the more territory you had, the more you got in the way of comms, and you literally had armies of mobs that would engage in combat for you.
That said: We already do kind of have a war system, in that villages can be controlled by cities and we go to war in order to gain their allegiance. If anything I'd say just find ways to make that more interesting.

I think it would be nice to have the ability to enemy organizations with permissions. This could only be done by the organizational head. For example:
Brand Magnagora Enemy except for Novices or Members of the Divine Order of Elostian or Merian.

That would suck, RP wise. Someone would end up enemying all of the Celest people to Magnagora and then we wouldn't get the occasional Celestian coming to Magnagora.
