Not that I care in the slightest about Omen, but aren't you supposed to be representing the rest of the playerbase, as an envoy? As in, bringing our concerns to the admin, whether raised in game (where ooc skill discussions are more problematic) or on the forums.
Edit: The elitism of 'I'm an envoy, it means I'm such a top tier combatant that my ideas alone should determine skill changes and anyone who can't kill me automatically fails every argument' is what I hated most about the envoy system. Not that I'm saying you have that particular misconception, of course.

I likewise hate the "I don't put that much effort into combat, but skill X bugs me theoretically so as an envoy, I'm going to suggest a nerf for it because my lack of ability/talent/effort." See: AnimatedDagger, which is thanks to you an utterly worthless skill.

Conduct a test on a person with no racial resistances, no damage reduction buffs, and no armour. As was said before, conduct this test with the attacker not using omen, and then with the attacker using omen. Compare the damage from the two. If Omen is not giving the percent increase damage it is suppose to, then bug it. If it is giving the damage it is suppose to, then it should be left alone.
Low damage weapons do low damage. A percent damage boost of a low damage hit, will still probably create a low damage hit. So, the test conducted is invalid until what I mentioned above is done.

Well, he says sometimes it lasts 12 seconds instead of 20, which seems like you could call it a valid concern. I doubt that's all though, given the worry that Celestian envoys are going to attack the idea...eh.

if he wants to make a valid point and bring up that it could possibly be bugged or was ninja nerfed somewhere along the way, he should take Geb's advice and do some real testing and not cut corners like ickle Revan did here. Omen's duration is a random number in a specific range. It's not a bug. It's a feature.
And, I sorta agree with Avaer and Narsrim both that the problem with the Envoy system is the elitists (i.e., not representing the players' concerns, but pushing their own agendas) and the non-combatants (i.e., trying to balance combat without an understanding of what's involved). I actually fell more into the latter category, and I think I did the responsible thing in asking to be replaced. Heh.

Random number in a specific range would make sense, but if Romero didn't screw up his testing or similar, he got 12, 12, 12, 20, 12 as the durations. That doesn't seem "random" to me per se. It's probably something he should bug, now that I think of it, actually.

Romero was unlucky or inaccurate then. I ran my own timing test and my results were 12.35, 13.97, 22.15, 23.77, and 19.08.
