Unless Daganev is scum as well, I think that would actually clear her. So far none of the scum have sub-groups.

I thought about that, but I don't think anyone actually came up with a "scum" result in the game so far. I guess he might have stripped the "you win with the big 4" line from Solanis and left the rebel line...although that's a weird way for the mod to go about it.
