No, it's impossible to inquisition in ten seconds. The balance recovery alone, for a human, is 12 seconds total. It takes about 27 seconds to inquisition on the average speed. It can go to about 31, but it's rare.

I just know it was insanely fast, there was almost no setup or time to react, I tumbled out in the middle of inquisition, started right before.

He could do that, but it'd be a waste. You can only inquisition on a certain time table, and it takes much longer than 10s. I forget the exact timing though.

You have to heretic, wait for the white light, infidel, wait for the white light... it's hardcoded, and no player can force inquisition on someone without doing the first two steps uninterrupted.
