Saaga wasn't entirely due to complete inactivity. Although she almost got away unnoticed due to lurking so much she couldn't even say anything scummy (I hate when people do that), I thought her cop claim when we already had a whole bunch of investigators was suspect and Arix probably picked up on that.

What does your telling her that have to do with anything? It was still a dubious roleclaim within the context of the game. Add that to her lurking so she couldn't give off any scum tells (again, this is why we have to guess the mod in the damn first place) and removing her when it came up after the rest of the townies were covered for was a pretty good choice.
Removing both town cops (excluding Kiriwe because her thing was weird and Shaddus because he was useless) and the doctor before they could do anything was pretty lucky too.

The only way I could see this being useful at all is if there is a scum investigator, which is a little OP, and if I manage to target them, I have no idea they are scum, and if they find a power role, which would make me have to be EXTREMELY lucky that night, the only thing I have at all is if they try to frame them the next day.
So yes, I would say this power is pretty crappy.

For reference, Kiriwe that is totally not a useless power. For one thing it means you find out what the cop did even if they die. For another you could have latched onto Saaga and discovered if she lied about anything. Thirdly, just knowing someone can investigate might be a good incentive to try not to get them lynched (subtly) to begin with.
