Honestly, living clouds is perfectly sensable. It's an air elemental. Also, bull cumulous is hilarious.

Hallifax and Gaudiguch will never come back because of population issues - splitting our population between 6 orgs (7, if people whine for Ackleberry after that) would be a disaster.

However, I see no reason why Aeromancy and Pyromancy couldn't be 'bestowed upon' the Mages - give Aeromancy to the Aquamancers and Pyromancy to the Geomancers. I say this from a personal standpoint, you could switch it around. To open up options to communes, you could hand them Ackleberry's totems and specs in some odd split.

Pyromancy is attached to the Fire Plane and Aeromancy is attached to the Air Plane, both of which are inaccessible. Great Spirits (moon/hart and night/crow) are attached to their respective forests.

Pyromancy, Aeromancy, Bear and Lake can't exist without Gaudiguch, Hallifax, and Ackleberry.
