I would like to propose two possible solutions (only one is needed) to fix the current imbalance wherein Communes have access to their Druid/Wiccan discretionary powers in the same location but Cities are split between where they have access to their Mage/Guardian discretionary powers.
I firmly believe this is an unfair advantage, and it drastically plays into why killing the Avatars is much harder than killing the Demon Lords or Supernals.

So communes will get ripple and respawning daughters/ladies in the 'main' part of ethereal right. And we can get essence from faethorn, eh eh.
And I thought everyone hated stacking, why are you adding more. You can't say avatar aura/shrines/whatever shouldn't stack while ripple/flux should. They all affect groups in an annoying fashion.

No. You will keep Surge. It's the Wiccan discretionary power. As for the respawning Daughters/Ladies, I am fine if they respawn so long as their numbers/strength are reflective of angels/demons who respawn. If you do not want them to respawn, you can keep them as they are.
And you do get essence from Ethereal Serenwilde/Glomdoring.

I provided two solutions for a reason. I'd prefer they not stack (hence solution #1), but if the administration disagrees, I provided an alternative.

I actually think surge isn't all that great, though I'd like to test it out one day. I'll just leave it at that for now until we figure it out. Yeah I know about hawks/stags/etc in ethereal glom/wilde, I was talking about putting mobs in Faethorn that drop essence there as well!

I hope you aren't being mildly facetious about Surge. I've raided Ethereal Glomdoring with you and a group totaling 20 or so only to get massively destroyed by a group of 8-10 daughters in Surge. Now throw in 8-10 daughters + Glumki + Gwyllgi in Surge. It's a damn good power.
It would be better respected I feel if it wasn't so inferior to Liveforest (but then again, the same can be said for Ripple vs. Flux. Flux is way better).

Yeah it's probably because liveforest is superior to it. Maybe surge -is- that nice, but I can't say getting destroyed by 8-10 strong mobs is anything particularly new, raiding or not. The stacking of effects really does help though, I agree.

Oh, you're right. In that case, I'd support the liveforest restriction. Stacking flux/ripple vs. liveforest just seems to be imbalanced towards the former (though, that may just be because I've been fighting in the latter for so long and am used to it).

It wouldn't be stacking flux/ripple against liveforest (again, you misread!). It would be stacking flux/ripple vs. liveforest/surge.

I didn't misread this time! I'm just considering it in terms of group hindering, since surge only empowers daughters. Granted, Daughters/Ladies are absolutely beastly as is, so it's probably fair.

They're easy to take down in groups, though. Aside from our recently-discovered quests, you can't take down discretionaries.

8-10 Daughters can mow down a group of 20. It's happened before to Celest/Serenwilde. I lead a swarm of them into our group thinking we'd mow them down... I think everyone died except Shuyin (I died instantly to 4 of them hitting me as each hit for ~1500 damage). Nexus Surge makes them ridiculously powerful.
I'm fine with Nexus Surge being useful. I just don't like how absurd it is to have to deal with Surge AND Liveforest. I vote for less absurdity (see solution #1).

Group of 20 was in Liveforest too.

Though it would make defending harder, I support the first option. It helps to equal everything out without adding more annoyances to either side.
