This might seem like a stupid question, but what's the problem there? They have at least a bit more traction than normal shoes, and they're another layer of insulation. And we're not used to snow this thick and this early in the year!

Places in both Washington (the state) and New York know how to deal with snow. It's DC that panics. NYC just is not a state, period.
Edit: DC also panics at a quarter-inch of snow and everything shuts down, so... yeah. It's easy to make fun of them!

Normally I'd agree, but it is pretty bad this year. Where I am (the northeast) there was about six, seven inches of snow and a recorded low temperature of -16 degrees Celsius (or 3.2F).

They have no insulation against the cold, and while perhaps their traction is slightly better than a normal shoe, it's still not much better.
Edit: I can't say for sure about other places, but the weird part for me comes from both those at the top, and because the side paths aren't gritted and they're usually on an incline or there are subways underneath the street that are steep inclines. Watching just about everyone slip and slide is like watching an accident in waiting.

Except most people are complaining that their boots aren't even doing that for them anymore.

Well, they need new rain boots if they're no longer water proof. I just know you shouldn't be wrapping any body parts in plastic. I grew up in northern Minnesota, so I know a bit about the cold/snow/slush.

I hate not being able to drive. I can never get where I need to go. There is zero public transportation here and I cannot ride a bike due to my lovely balance issues. I just need to go to the store! It's like, a five minute drive away, but a 45 minute walk because there's no safe pedestrian route there! Blarrrr.
