The temper skill has been updated. Please see the AB help file for
details. Also, the forging artifact hammer will let you use power
reservs or a powerstone instead of a steel commodity for this change.
The artifact also can only be used by the owner now.

All it means is that forgers can bump up stats on knight weaponry (weapons/plate) now. No kata/shields though.
Also, the mallet lets us use powerstones/power instead of steel to bump up stats.

So long as you're willing to provide steel/power, yeah. This means people can finally use those designs which need like 700 kephera to make a kephera shell hammer or something now.

I believe it goes to helms as well, or should at least. Helms are, after all, plate.

Has anyone tried tempering an allready artifacted weapon? Is it allowed? what happens if you go over 463?

You should be able to temper artifacts yes, and you can't go over 463.

Something to do with a cost:effect ratio discrepancy and something about knowing that Kata weapons would be looked at specially? Not exactly sure, but we asked!

Already brought up, they're considering/discussing it, but it is "harder to balance" since there is much less variation on kata weapons.
Some ideas were making it something like 3x the cost, since you can forge 5-10x to get in the right ballpark and then just toss a few more steel to make it perfect.
