YAY! Thank you, ever so much for the time and effort that has been put in, and continues to go into, this change.
Commentary:
Kata weapons need to fall under the same system. 110 weapons, used by Shofangi and Nekotai, can still take days to do if you are unlucky, but are doable. 220 weapons, sought by Tahetso and Ninjakari, have yet to be pulled off (218 is the record, as far as I am aware, though people with runes/bonuses have gone over it of course). I understand there is/was an issue with arties not applying right to 2h kata weapons, making them excessively fast. I am not certain if this is still the case, but in any event, it is a seperate issue and not resolved by keeping 2h katas marginally slower through impossible forging mechanics.
Helms are being fixed, huzzah. Shields aren't AS big a deal, but it would be nice if they were brought into the equation for sanity and simplicity's sake.
Finally, grandfathered gear should be adjusted to fit within the new rules. I say this, despite having two particularly nice sets of plate that will get hit, but right now, I have two sets of plate that are entirely unattainable by a new forger- which, were I a new forger, would annoy me greatly, no matter how marginal the difference is.
My bashing katana is similarly unattainable by a new forger.
In the interests of fair play, old weapons and armour need to be brought into line.

I thought the same thing. Apparently there is a quest which can help reduce the cost of steel. (Don't know if the quest is allowed to be spoken about or not, as I've never tried it to know if its a real quest, or just a steel generation mechanic)
Though I still think other items besides steel should be able to be used for tempering. (but I imagine the coding for that would be too wierd, and the RP too convoluded)

Think those stat limits only apply to tempering up. You can still forge for those normally.

Yeah, it will always require steel--there's no getting around that. However, we did an analysis on how 'rare' steel is and it actually isn't as rare as some people may believe (as I write this, there's currently steel for sale in villages at reasonable prices). But if there does seem to be a shortage, we will of course adjust output.

Ah. That would be unfortunate. We still have the outlier problem, though it won't be as severe. If that's the case, have we really done anything with all this to fix the top tier?

Yes. I'll use a precision rapier as an example. 33/171/280 is attainable through tempering which is very very good by current standards. If anyone ever forged for something better than that, it was product of extreme luck because nobody sets limits that high (Previously, 150-160 prec was about as high as you went for limits and they took a decent amount of time I think). You can also get a 100 damage 280 speed rapier as Shaddus just pointed out.

Currently there is very low demand for steel, as most of the weapons no longer put steel as the main metal. But that will shift as time goes on and people adjust what is required etc.
Also, the way the steel quest works, I don't think that will ever be used if prices are "too high" but I could be wrong.

Having difficulties tempering arti-runed two handed weapons, specifically a claymore, to max damage.
Hopefully it's a bug, or I just pointlessly axed the precision on an arti weapon pretty hard.

One thing I'll say is that when you temper down, it doesn't seem to always reduce the time on the weapon. Personally, I think it should reduce it every time, and perhaps sometimes reduce it by 2.

So, to be clear on the ramifications of this, Desitrus, who plays a warrior character, decided on changes that only deal with issues faced by warriors, thus leaving the other classes who are affected by the Forging skill (Guardians, Bards, Monks) with nothing gained for the trouble.
I knew this would happen, because when you only depend on the view of a single person, you end up only getting feedback that pertains to things that only effect that person. Now the rest of us non-warrior players are up the creek without a paddle.
I can only hope that this isn't the last of the changes to Forging.

All classes were discussed and all ramifications discussed. Monks were left out because the multiplier effect of a 108 vs 110 and 218 vs 220 is something in a formula that Roark wanted to look at specifically, thus leaving easily obtained "killer" weapons out. You could also forge a 510 combined stat one-hander for warriors before, but 480 is where that cap was adjusted. On that note, Kata people came out ahead of knight people. I knew this would happen. Zomg. Double zomg. Triple zomg.
Shields weren't put in because the effect of a "super" shield is barely noticeable. You could take a once-off shield most of the time and your character would barely see any difference. Let me get this straight. They trusted Desitrus, who has played *Every single archetype in the game* at top tier, to make a decision?! He didn't consult any other classes or players as well. I knew this would happen. Knew it. Similarly, no amount of time is necessary when a shielding rune is purchased, unlike knight-weapon runes which still have to be slapped onto perfect weapons.

Don't think he wanted to limit tempering to warrior goods. Admin just haven't decided on how to make it work on kata weapons, etc as Xenthos stated.

What exactly do guardian, bards, and mages need, anyway? Quicker shield forging? I forged a decent shield in an hour, maybe two.
One-handed kata weapons are easy( took me about a day for two 110 speed nekai), two-handers may still need a boost to help, but still.
Forging those things is not comparable to forging warrior equipment. My plate took me a week, my axe took me a week. There really isn't a need to buff those, they do not need it to the same extent that warrior equipment needed it.
