TBC, Marani, Mount Dio, and Hifarae are just a few quests that come to mind which can be sources of player conflict. It's not that unusual for the results of a quest to have some bearing on someone somewhere.
The differance being that those quests inspire the conflict because of what they do, whilst this one revolves around one org, with the exception of Mag/Celest (and I believe now Halli/Gaudi, but I can't be sure) the quest itself causes very little conflict.

you do your city's prophecy quest 5 times, then do 3 related quests. You add a buttload of power to the nexus, and get an item that works like a cubix, but only teleporting you to locations your org owns, like their planes and stuff

It also poofs if you end up leaving/getting kicked out of your org, taking all the time you put into getting it with it.

Orgbixes are stopped by such things as Nexus Distort (just like cubix), so if you're hit and running... well, there's a way to stop it. In other areas it's a great utility as-is, and you still have to buy the cubix to get the astral / cosmic links if you want them. If you can't afford it, well, you do have an option that works to your org-space.

It's not the territory so much as the escape from a fight thing, so you'd have to make it not work if you're at less than full health... and that's not going to happen.

The person in question is the one starting the trouble and then fleeing when resistance arrives. Nothing really new, as people have been hit-and-running or bait-and-killing since the game first opened.
