Ok there appears to be some confusion.

So again:

Start:

Envoy puts up a problem. Envoy lists 3 solutions.

End:

Admin makes up their own solution that isn't listed, people get angry.

OR

Admin tend to go for the easiest, laziest solution, which usually marginally helps the situation described.

OR

Admin end up actually upgrading the very same skill the report was trying to fix for balance.

So in the modern age, the only source for crystals is rockeaters, as every trademaster knows. Xyl was able to make them some other way even before Bollikin made rockeaters, but after the Elder Gods were all gone, rockeaters were the only source. That includes when Hallifax was built. Therefore, does it not follow that all of Hallifax is made out of rockeater guts?

Rockeaters, dwarves, and geomyci.

The Illithoid even talk about geomyci harvesting gems (all of them get gems while looking for the ores they prefer).

So, no. Gems come from the ground, too!
