I use TinyFugue and my own system. But that's a good idea, multiple lists.
I have some hope that the Streamlining Combat initiative will make enemies/allies much easier. Not a lot of hope, but some.

Actually you raided, ran, we all left cause you didn't come back for like 20 minutes so we figured it was done, so were sitting on Prime after telling him "yeah you can probably go explore now" and then... he dies to you and is the only person up there. Oh yeah... and then you ran again.

Actually, killing of newbs is a problem in Lusternia and the only way to get it to stop is to bring it to people's attentions that it is happening. I mean maybe it is kosher for you to support ganking of newbs, but for many of us who actually give a damn it isn't.

Wrong on both counts.
1. People have left the game after being killed once for no reason other than "you are not in my org".
2. People have been dealt with for killing newbs via the forums making it known they are doing it. Both by players and by administration.
3. Given the administration has classed the killing of newbs, period, a problem I am pretty sure your opinion on the matter is moot.
Just because you don't mind newbs being killed once, twice, thrice does not mean everyone does.
Newbs being ganked and killed by people clearly above them in skill and levels is ridiculous no matter how many times it happens. Four times is not worse than one time. They are the same level of bad. The only thing four times proves is that you really are an asshat and it wasn't just a one off "oops" incident.
