That's mostly because we've had the most people interested in it.
When they're not time-limited for the first bit you can just ram people through the first lines and do the last ones at leisure. Especially this set of last ones, heh. If the cities really wanted to, they could put in a fair amount of time to get a lot of people the first 5 lines (and the first 2 Gaudi quests are also easy-peasy, so that's 20k right there). The last one is just a bit of time. The only time limitation is that it can't be done in winter (the kouseki die in winter). And... you can always have the org work as a whole to do the Hand quest too! Have some people always working on getting the next person their lines, another group always working on the hand, and you've got the hand ready to go every time someone gets to their 5 lines + 2 quests. Break for 4 days during the winter.

This. This makes it more 'spammable'- the time-restriction on the Forests' epic quests makes them hard, if not impossible, to spam.

I WOULD find that amusing. You killing me, getting status and being unable to touch me again, and ending up with the epic quest right up there on the city boards, plain as day. It'd take me thirty seconds, and half the city would be out trying to get it, making your little list moot. So really. Do, pat yourself on the back. I'll be off to work on the quest tomorrow morning.

City quests ain't spamable. If Gaudiguch finish their statue, the Hallifax statue is ruined. For Celest and Magnagora, only one group can win the sea battle and that happens twice a week at most. Winning that in itself is an excersize in frustration (just take a look at Lawliet). When you then tack on that we've got to do the Malacoda Manor quest, which is a nightmare of hoping all items can be found, and the Tome of Remembrance which is done completely in enemy territory and is so easy to stop it's not even funny, AND that the epic honour of Celest gives you nothing but headache and a tiny tibit of karma. Oh, and we still don't have any way to reliably help those trying to do the epic quest without risking stealing all the effort or having an hour of work nulled.

It's only enemy territory if you're enemied to Ladantine; get amnesty and you have free reign.
Easy to stop, yes, but easy to do, too. I think the Tome lasts more than one repop of spectres, as well. And it's not exactly hard to work out, either.
Malacoda can be a pain, especially as it's offprime and has a fairly long reset time.

But yeah you can get Amnesty, which can take quite some time if you don't have the ability yourself. And people can just decide to jump you anyway. I know it has happened to me a few times.

Did you even try to read the part where I point out that Gaudi's ending quests are both easier to do without the same setup (the mirror quest is one of the easiest quests in the game, for example), and can be done en-masse by a large group of people to set it up (we did the last hand quest as a small group)? That is, indeed, spammable. Doesn't even take the person being online while the citymates prep it. So the other statue is ruined... really, so what? Rebuild it. It was done in 2 days by Kalin. (I suppose it is possible there is a "one statue a year" limit, but if there is, I'm not aware of it. Hm.)
How is that not spammable? It seems like there's just infighting which is preventing this at the moment, rather than a desire to actually... y'know... work together.
No matter how many people you throw at it as a forest you're never going to be able to see the kind of speeds possible with this Gaudi quest setup, because... you've got a 1-hour window out of every 32 to even give it a shot. For one person.

Not to mention, that the actual quests? Seriously, a monkey snorting crack off my mom's rear could do them. About the most difficult portion of the three quests was the hifarae puzzle. My mind just couldn't wrap around that one, but as it turned out, it didn't have to, Lanae did the puzzle for me.

It is possible to prep Glom's too (just like it is possible to prep these other "time-limiting quests" (for example, Esano generally does the Marani puzzle for Mag and then has the person do the last part). My main point is that the Gaudi / Hallifax ones need similar time limitations in place or it just comes down to how efficient your org is at collecting the items. And no, not being able to do it in winter is not a similar time limitation, heh.
If only one statue was able to be built in the same time frame as it takes for the sea battles, that would probably be acceptable. Is that currently the case?
Lack of time limitations == spammable, to me. It's just down to how fast your org as a whole can play collect-the-pieces. Whereas the forests have very firm time limitations (and Celest / Mag have to deal with the sea battle mechanic)
Edit: Heck, Mags were even paying lowbies to go out and gather the jars for them (for Mag's), heh.

How long did it take Kalin to do all three epic quests and the 5 lines?
I did all three Serenwilde epic quests in less than a few hours and none of them needed to be prepped at all. So it took me 6 days give or take an hour to get the 5 lines, then 2 - 3 hours to do the actual quests, and I probably could have done them faster if I had known them beforehand.
I would say the forests have it pretty damn easy and should stop complaining.
Edit:; I am also pretty certain that all three quests I did could have been 90% completed by someone else with me just doing the final stages and having them done in less than 20 minutes. In fact, I know that is the case in Hifarae as it was mostly done when I got there.
Edit again: There is no reason at all why Serenwilde can't be churning out the epic items. Mirami is not on when full moon happens, give moonglory to next candidate. That moonglory should be passed around like a hot potato and epics should be coming off the assembly line in Serenwilde.
