Up until a couple days ago, it was in a nice activity based format. The closer you are to the bottom of the list, the less time it has been since you have entered the last command (so you will always be at the bottom, because you did CWHO, so that IS the latest command entered). Now, it follows the pseudo-random ordering that WHO uses. I think the theory is that there are slots available and each time someone logs out, that slot becomes free again for someone else to log in again. So if player 20 logged out and 1-19 are all full, the next time someone logs in they get slot 20.

You step up to a battle turret, locking yourself into the module and linking your mind to the controls of the ship. After a moment, you begin to sense your command of the module in your own brain.
(Ship): The Hartfire Hearth says, "Welcome to a battle turret, Ixion."

Ijen peers about himself unscrupulously.

(Ship): Ijen says, "Any who have a issue with me or my command please leave my hunt."
(Ship): You say, "If you all want to lock afking Haiden in go for it. I won't be a part of that."
