In RL? Definitely. American bureaucratic process sucks (3+ years to get something handled is total BS.)
I'm tempted to forward paperwork to the proper offices in hard copy triplicate and wait for hard copy responses in Hallifax just to end up with realistic delays. Expect your requests to take 12-36 IC months for processing. It's actually pretty funny in a very sickeningly satisfying way from the opposite end of the spectrum I guess. I wonder if bureaucrats feel like this in RL? Bwahahaha
(Hmm... I could totally see the Bookbinders of the Basin all flocking to Hallifax if scrolls were used *chin*... gonna have to push to make this standard. *cackles more*)

All documents must be put on a scroll or bookbinder item. The Author is the person submitting the paperwork. The editor is the person it's submitted to, When passed/denied, a copy is made and put in the archives, which is just a bunch of bookshelves.
