So if the fine isn't actually an unenemying fine...why bother assigning it? That seems to be intentionally undermining the Diplomacy system?

Are you even sure it was a mistake? Everyone knows that all events since the dawn of time ultimately end in Celest getting the shaft.
It only makes sense that any event mobs, no mater where they are located or what they are doing, would randomly pwn citizens of New Celest just because.

Why not use it if we have it? Perhaps not the intended use, but it ends up with the same result (person getting unenemied if they want) and gives them a great reason to ask about what's going on (at which point a good number of them do go on to get unenemied). Everyone wins.

I imagine though, reenemying after someone just paid off a huge fine, with no reason, sounds like something that could be issued over sleep.gif

They've never, ever stepped in on an enemying procedure, ever. Have you seen some of the enemy reasons? Heh.
