sounds like there is a deep database bug, that most likely gets fixed by rebooting the server / the weave.

Someone tell me whats wrong with Presidio. I submitted a rant bug but if its just my player error that all the mobs tell me the quest is done but when asked to finish it up, they never let me, and they also never reset and they always think the quest is done, I want to know what I am doing wrong.
I understand part of the reasoning for this was to make quests more interesting and seem more the cool thing to do, and sure it has worked partly, I quest more now then I ever did. But when you get this sort of frustration, I rather go back to fighting.

When I last tried to do it, one of the viscanti didn't think his part was done, though it was (there was no knife to be found or anything, and the girl had been sacrificed and was thus no longer underground).

I've taken a look at the Presidio quest and I think I've figured out what the problem was. The quest itself should be working correctly now and hopefully this bug won't crop up again. In the unfortunate event that I'm wrong (which I'm hoping I'm not!), then re-bug it and I'll take another look.

That's definitely the worst part. Before reading about possible bugs, I went around doing quests happily, only naturally frustrated if I couldn't figure out something right away. But now I'm always anxious when I'm trying out a new quest, wondering at every turn if maybe something is wrong with it. And hoping nobody messes it up for me as apparently some of them are easily disturbed by others.
I was better off not knowing.
