I would be willing to bet that if you sounded like I drunken fool, most people would avoid it like the plague. Most peoples characters cultivate a very high and mighty image, and that would be destroyed by speaking "lower language". I even think Translators would be used for org relations simply because of this fact.
Also realize, to you, you would have NO idea how they would be seeing it, just as to an Icelander speaking English they are comprehensible. Thus, it would throw periods of misunderstanding into the conversations, and you'd never know if they were truly getting what you were saying.

That slight modifier may bug you, but some of us can get used to it rather quickly.
I've already found that I miss when things are being spoken in a non-common language. (Assuming it's one I understand)
Leads to some rather funny situations from people who are only getting my side responses during a conversation because I didn't realize the person I was speaking to had switched.
I personally like the accent idea... quotes bored would fill up rather fast, but with this idea, would bookbinders get more languages options added under the bookbinding skill set? Or would a person be granted Foreign languages based on their community position, like Revolt influencing skills are based on community rank?
But, what will it do to Clans, Cartel, and Order aether-chat?
I still like speculating the idea, same as I'd like to have titles replaced by race when people enter and leave rooms.
