Am considering a new character and just wondering what would the best choice for a Moondancer Astrologist be? I would hope to eventually take part in PvP regularly.

Human, Elfen, Lucidian, and female keph are all pretty viable. Generally speaking you probably don't want entirely squishy races I'd guess. Elfen is the squishiest of those first ones. Might be something to be said for Aslaran too.

MD is an affliction class so you probably don't want anything that has eq loss.

You'll need almost trans in Astrology too (high fabled at least, but Constellation (trans) is the Astrological equivalent of Supersling) in order to make good use of meteors, since even though the better spheres are in the middle, all spheres are used to empower meteor.
However, the spheres in Astrology are long-lasting uncurable (de)buffs, so you don't need equilibrium to stack those. This makes more races viable than normal, as long as you follow Solanis' advice and don't use a race with eq penalty.

I suggest human
As an astrologer, you can do the following things for offense:
a.)go for meteor kills(meteor and meteor majorus)
-this will require having all 12 spheres, keeping the enemies busy with fae, occasional astrology nativity rays or sphere rays, or stelliums
-might prove tricky to pull off
b.)afflict your target alternately with astrology nativity rays or sphere rays, or stelliums once in a while while going for toad curse
-the aeon from aapek is really quick!
c.)stack the debuffs on them and don't go for meteor
