I just view Vortex as being what it is. The plan obviously lacks any overriding message. It's entirely open to interpretation. That's the point. The entire point of Gaudiguch is doing your own thing. Vortex is just what you make it. It might just be some creepy intestinal system, or it could be a cosmic allegory.

Wisdom can also just mean a much more simple route of knowledge, things learned through experience of new events and common sense as opposed to hard study and controlled experiments. I don't know, it's sort of hard to explain. A sort of "I don't need to study - everything I need to know, I'll learn through living life".. and then of course all that time otherwise spent studying is used for binge drinking, wet t-shirt contests, and other rowdy display.

Reading the histories it doesn't seem like Hallifax and Gaudiguch ever had anything like Light vs. Taint. They never seemed that divided, they just live life with different philosophies. That makes it tough for them to act together and they clash heads but it doesn't seem like one should want to completly destroy the other.
Gaudiguch also doesn't seem focused on chaos nor is Hallifax really focused on order. Gaudiguch just believes in living in the here and now, taking the most of life and celebrating the individual while Hallifax was focused on planning and working for the larger collective of the city. Gaudiguch sees people as individuals while Hallifax sees its people as part of a larger collective which works in harmony to form the beauty that is Hallifax. Gaudiguch celebrates the individual and wishes to make every member of the city a independent individual who is perfect to their own standards. That is where the cities clash, both want perfection but see perfection and beauty as very different things.
