1) While it's not finalized so you can't actually read it, REPORT 789 is aimed at that.
2) It may already be in the works and not even have to wait for an envoy report.

I did test this with the same scroll that had already been used on the vial, so perhaps that errored for a valid reason. I'll test with a different one when I have time.

Please give us back the ability to transfer designs between cartels when we own both cartels. (Put as many restrictions as you like on it to prevent "theft of designs" -- no city/commune cartels involved, no deeded cartels, you have to be both owner and trademaster, you have to be the only one in the clan, whatever. I never heard of any actual theft of designs, except for the time I was accused by a sour-grapes-wielder of doing so (didn't happen, needless to say), but whether it did happen somewhere, or we're just worried about it, that still shouldn't be an obstacle.)
I get asked so often to share some of my cartel designs and I can't because of a few simple mistakes of having put a private design in the wrong cartel, and if I could just swap a few between two cartels I would be able to share. It would profit me nothing, in fact it might cost me business, but it would let me let other artisans get more work, and I still want it.

First, a disclaimer: I am not a designer, nor a crafter, so it's possible there are things in the way of this that I simply cannot see. However, I'd actually like it if it was expanded further:
Allow cartels to license other cartels to craft one or more of their designs. The licensing would be design-specific, and the design would still be usable by the original cartel, and the original cartel would be allowed to at any point cancel the license. The license could be variable in duration, so one design could be licensed for an IC year, and another for three IC months. Adding a "forever" option would also be suitable (otherwise people would just license it out for a hundred IC years or some such). This would, I believe, provide you with all the perks of the above idea as well as making it impossible to actually steal a design; ownership is never transferred, only the right to design, and that can be taken back if it wasn't intentional. Plus, some tradesmasters would be able to make a nice bit of money off of it, especially if you also included a licensing fee (every time something was created from that design, it would require a set amount of gold that is deposited straight into the cartel bank account).

So my simple idea is the following: lets generate sufficient demand to deed manses to clans.
Unfortunately, at the current time, manses cannot be deeded to clans. We may review this policy in the future if there is sufficient demand for such a feature.

How about fixing deeds first?
1) Make an order priv to reassign clans / manses deeded to an Order.
2) Make a family priv to reassign clans / manses deeded to a House.
3) Make it so that you can't undeed without authorization, especially on the Organization level; simply having the thing assigned to you should not let you steal it!

These are NPCs in the org tattoo parlours that can assist those with the Tattoos tradeskill in tattooing themselves, making it possible for tattooists to use these skills on themselves once again, for a fee. Depending on how complex the tattoo is (ie neck would cost less than gut), the prices would be tiered. Perhaps the NPCs only have access to public designs, as a stipulation, making finding another tattooist still a possibility.
I'm not sure if this would even work, code-wise.

Not sure if this has been suggested already, but... plaques! Their only purpose would be to engrave (other than look pretty), and can be placed in manses. Take up a small amount of wall space, and are created (and designed) by artisans. Perfect for direction markers in manses or just to have a small bit of trivia on them!
