Anybody any good with Sligh? Do you guys think Dragonmaster Outcast is as good an addition to it as I'm figuring it is?

No idea about the current meta and cardpool but judging it by itself, looks like an average one drop since I wouldn't count on ever seeing that ability come into play. Way too fragile and holding it back in hand until you have six lands in play (quite lategame if you are playing sligh) doesn't sit well with the game plan of the archetype (attack attack attack burn GG).
Unless there's a severe lack of cheap red beef available, I would say that it fits better in midrange Zoo.
Edit: After checking a couple of the current decklists, it looks kind of good for Boros but they already have the 1-drop slots covered.

It looks more like a way to level the mana curve of red control. I haven't seen red control in a while, but then, I only play limited competitively.

All colors are capable of control. Control is not just "you gain control of x." Control is a slowing methodology. Red's control methods are burn and block hindrance.

I don't think of control as "You gain control of X". I think of Control as counters and other similar tricks that mostly keep the opponent from using their better cards.
And I have a couple marks of mutiny anyway. >>

Ever played against AstroGlide or Magnivore? Instead of aiming for a quick win via horde/burn spells to the dome, red control usually takes the form of mass/recursive creature removal and/or land destruction, in the vein of Pyroclasm, Obliterate, Wild Fire, Desolation Giant and the like. Unlike blue or black, monored control is fairly unusual and it almost always requires a second color to generate card advantage.

Mono red control is unnecessarily hard to do well. If you want to play red, you usually play beatdown, and if you want to play control, you usually don't play mono red. It's not worthy of mention in any current competitive environment (with the disclaimer that I haven't gone to play Worldwake drafts yet).

There's a lot of nice stuff in WWK for Red, like that RR costed instant that does 1 to a creature and 1 to its controller or whatever, with Landfall making it 3 instead. That card is pretty good, honestly, and has a slot saved for itself in a lot of red/black control builds or counterburn builds in Standard. Admittedly, it could work INCREDIBLE in Sligh, too.

Anyway, it seems like a fun thing to combine with one with nothing, balance and disenchant. Could probably win with the correct first hand draw too.

Barren Glory for a very amusing win. It's so rough and impractical, but the right deck could do it.
