I think the "leader" and "novicehead" perms are left over from Achaea, where those are the two fixed leadership positions.

You cannot change the fulcrux room, but you can rearrange the rest of the manse to shuffle it off somewhere. If you've got furniture there or a fountain or something, though, it'll have to move along with it.

Though you can deconstruct furniture and have it rebuilt. But there's no way short of divine intervention (not always available) to move fountains, aethership modules, manse room gem effects, concealment stakes, and similar room upgrades.
