Yeah, honestly, he probably could come back at this point. I've really considered it, because I liked the Ebonguard a lot. He's with another Celestian now, so not sure how that'd sit.

As far as the "Do this or get out of here" thing. I personally try to nag people I notice sitting on GR1 or GR2 (especially since I redid the GR2 stuff as a stopgap) for too long. But then, Aquamancers right now are hurting for Undersecs and secretaries, and you can't do that at GR1 or 2. Likewise if you aren't GR3 you outright can't run for leadership stuff, but I dun think that'd really be an issue anyway. However as Reiha is endeavoring to prove, you can sit on GR1 till the cows come home and they won't really punish you.
The Aquamancers' advancement system is considered to be BAD as far as advancement systems go, though, so take that with a grain of salt.

Couple that with a dearth of combatants and it's no wonder the city's recovering from being the basin-wide punching bag (and having the org-level equivalent of a Heroic Blue Screen Of Death only slowly.

You should have all the inactive secretaries/undersecs/security/protectors ousted. All they're doing is making things look full when they're not.

Personally, I like to help building organizations up rather than jumping to the 'flavor of the month'. Glomdoring was (yes I'll admit it) fun in its own way before it was the awesome that it is today, mainly because the people actually wanted to help the poor downtrodden commune rather than free ride to victory. Too bad I can't take Alacardael away from Glomdoring now - but that's why we have stress relief alts!
