I think the point remains though that if mortal reviewers aren't supposed to know who made the designs, having someone announce that their new designs are up kinda defeats that idea.

If it's that big an issue (reviewers not knowing to check your design the instant it goes up) then a message to logged-in reviewers when a design opens would be best, I think. Just a line - "Design # has been submitted and is awaiting review" or some such.

Learn some patience. Reviewers will review when they have the time and energy to review. They shouldn't be constantly harrassed to check reviews, when all they really want is to read up on newsposts and chat with some friends.

I've been keeping half an eye on the process, at least, and it seems to me that designs are going through much, much faster anyway! I don't see any reason to spam the reviewers with a line every time a design is submitted. They go through things when they decide they want to, and it's working. The fact that in two months, the Charites have raised the available design slots from 1 public and 1 private per year to 3 each is evidence enough that the queue is running smoothly!
