The hammer usually means the last vote, so yeah, Tekora is apparently convinced that no one he'll be voting for is Suwako so it's safe for him to lynch people. (Stated claim: he doesn't care if anyone he'll be voting for is Suwako so he's willing to take the risk for the town. But yeah.)
