Easiest way would be to not allow entering a peaced room if you have any open declarations, I think. Would make some sense, too. At least, if you have to do it mechanically.
Otherwise, we've already been told that doing this is issueable (it's against the rules, just not mechanically so), so you actually aren't allowed to kill newbies and hide in peace in the Aetherplex to brag about it.

I think this (issuing) should take care of most "abuse of peace" cases, e.g. people who are completely incapable of controlling themselves.
Also, you forgot Estarra's shoe flying, which is even better than the lightning bolts.

This basically boils down to "I want an easy place to jump people." There are plenty of places for that.

It seems to me that it's best to leave the Aetherplex peaced. I mean, essentially the Aetherplex is the gateway to a huge shopping district (yes, it has other purposes, but that is a significant one); allowing blackguards, ne'er-do-wells, brigands, thugs, rogues, and holy knights to ply their trade there surely will reduce sales across the board.
I know what I'd use if there were a decent chance of getting blindsided every time I popped into the Aetherplex: Create PORTAL aliases for all of the shops and any aethermanses I like to visit, so that I spend less than half a second in the Aetherplex before arriving at my destination, and also when leaving them (starting and ending at Glomdoring's portals, say).
Of course, even half a second is probably not enough to escape all forms of assault, but it's better than standing about waiting to get bonked. It's also slower to physically search each shop than to perform a SEARCH, but then dying would be significantly more inconvenient still.

In the interests of headache relief, I think we'll keep aetherplex peaced. When people say they want aetherplex unpeaced in the interests of PVP, one can't help wonder if they mean they want a good place to jump people. I'd prefer to see jumping occur off-prime personally!

This works if you know ahead of time where you need to get to-- I use this to get to and from my manse. But if you are shopping for something, and need to find shops that have it in stock, you have no choice but to take some time in the Aetherplex to find them.

Well, the idea there is to eschew SEARCHING, enter the most likely shops for the item you need (KTD for food, for example), and search their wares manually when you arrive.
It's a moot point now, though.

What I would do in this situation is have a timer of say 10 minutes attached to a player after he hits anyone in whatever aggressive method suits his taste which means he is vulnerable even in peaced rooms for that period of time. That way it will stop people running to peaced rooms to avoid being retaliated against. I vote this
