If an org you were defending decides to attack you, I'm pretty sure that people will be quite happy to return the favour.

You're missing the point. Namely, that it wouldn't be two orgs.
Let's form an example. Hallifax decides to start attacking Glomdoring. Celina starts attacking the air plane regularly. I imagine there'd be plenty of Mags who might come help defend just so they can kill Celina, assuming Hallifax would be permitting (I'm pretty sure some would come even if the leadership weren't permitting). Given the passage of time, there is a strong possibility Hallifax might not be raided by Magnagora anymore, etc.
Though, of course, if Arte decides to mindblast Mags who come to fight Celina, you could count that all out.

The other part of this question that seems to have been ignored, is that there is no logical reason for Glomdoring to stop beating up on Seren every once and a while, and no bargaining chip any intelligent Seren politician would give Glom to make them stop attacking.
I, too, enjoyed the cities-v-communes time, but there's no strong reason for Glom to go back to it, and no internally-acceptable way for Seren to force it to happen.
EDIT: No reason for Mag to ally with Celest, either.

My replies were entirely based on his, though; you'll note that I referenced "when organizations stop banding up" (the 'six way free-for-all').

I've always thought tea ceremonies are rather nice, it's just gathering the people for it that's hard, and that the required items are more expensive and difficult to obtain than those for a herofete (which you still need to literally drag people to in order to perform, and have a more obvious and noticeable benefit).
I mean, damn, sometimes it's hard just to get people to come to the Throne of Urlach for a free dose of the best h/m/e blessing in the game.
If you want to really buff tea ceremony, reduce tea needed and make the minimum people needed two.
