3)....what? I lol'd at this irl. having two alts in hallifax that i play often, and having chatted with her on skype, i've never, ever thought this. if i had to name my favorite, nicest hallifaxians, she would be in the top three.

sorry, there's very few things that raise my hackles more than some punk (or otherwise) that basically says, "i don't care that you are in charge or what you've done to earn that right, i do what i want"

Please keep in mind that the roleplay of Hallifax insists upon a highly structured, strict social order. Whatever the role of the CL in that, from an RP standpoint the Archmage is one of the highest of the high, a super-scientist. Also from an RP standpoint, a CR1 newbie is one of the lowest of the low, above only the indentured servants. If one of the former tells one of the latter to do something, short of it being actively illegal and within reasonable bounds, the latter had better jump to.

That isnt how it started out though... something small that blew up into something huge on account of how all parties involved behaved... non are innocent.

uuh, if this person is a servant. Even at the rank of beaurocrat Arte outranks them.
Realistically it could be decided that their service to the collective will be as a subject for dangerous experimentation.
@Ileein: Everyone outranks servants. CL would be beaurocrat caste by default, specifically head of the beaurocrats, I would say that CL and the Ministers are the managers of the city ensuring that it functions as it must so that the Scholars and Artists can do their work.
If an individual is being disruptive then it's not difficult to see it being the responsibility of someone in the beaurocratic caste to take care of the issue.
